I think you are very much familiar with this quote because we hear these terms often. 

How strong is your ruling party and how to make it robust? 
For any government to rule better the opposition party has to criticize its policies, laws, amendments. 
The above segment forms our today’s debate, that is, shadow cabinets.


WHAT IS SHADOW CABINET? 

In simple to a layman, it is a parallel government to the ruling government, it’s duty is to Scrutinise every step of the government. 
It won’t have the power to implement the laws. 
This concept is very much prevalent in western countries viz, Uk, Australia, Cannada, New Zealand in these countries, the position party will alternate/parallel cabinet by the leader of the opposition that scrutinises the decision taken by the government. 

The shadow cabinet is referred to as shadow minister in most prevalent countries in Uk, it is called the “house of the lord”.
While in Canada ” Opposition critic”, moreover in Newzealand it has called as “spokesperson”.

The shadow cabinet or shadow ministry is a concept laid in the western minister system of government. 

It consists of a senior group member of the opposition, a spokesperson who under the leadership of the position forms the alternate cabinet of that of the government.

HOW SHADOW CABINET IN INDIA


Whose members shadow or mirror of the positions of each individual number of the cabinet numbers office shadow cabinet. 
That means when individual MP’s are assigned to keep an eye on specific ministries.

It is likely to so as an alternative method for examples: 
The shadow minister tracks the agriculture or any other department and will grab the information related to the policies and issues related to the agriculture ministry. 

She/He would be the official spokesperson for the opposition over agriculture issues. 
Similarly, all ministers track/scrutinize information related more efficiently to their particulars stipulated departments. 


MOTTO/IDEA BEHIND THE SHADOW CABINET

 
The idea behind the shadow cabinet comes from the practice that this body follows every step of the ruling government like shadow falls on us. 

In simple terms, this cabinet does all the things the ruling party does. It also suggests the laws and policies which are loaded with flaws. 

It runs along with the government but the decisions and amendments may or not be followed. 


How do they form the shadow cabinet? 


The shadow cabinet ministers were elected through a ballot paper in British labour party and in Australian labour party. 
The leaders of opposition alone allocates other ministers as required. 

USES OF SHADOW CABINET


Parliament just like any other legislative body has primarily has 
Shadow functions 
Lawmaking, ordinarily carried out by the government and keeping checks and balances on the executive government viz (president prime minister and cabinet minister )was carried out by the opposition. 

 We can have a free and fair government due to the opposition scrutiny of their laws and policies. 
The opposition will also work for people's welfare not only criticising the flaws in-laws. 

It was the responsibility and obligation of the shadow cabinet to probe the policies and actions of the government and as well as suggest alternative methods. 

We can save our time by not spending more time on making new laws because the shadow cabinet will also work as a parallel to the ruling government. 
The skills of opposition leaders are also able to increase gradually when they would focus on specific ministries. 

At last, we should consider the shadow cabinet as a committee without ignoring it. This is why the foreign countries having shadow cabinets have developed within a short span of time. 

HOW THE SHADOW CABINET IN INDIA

 
Before this, let’s look at the political parties in India. 
As per the latest publication from Election Commission of India, the total number of parties registered was 2598, with 8 national parties, 52 state parties and 2538 unrecognised parties. 

Do we really need this vast number of parties? 

In India, the political parties solely always try to grab the voters, rather than grabbing democracy. 
They focus only on how to win the elections by Manipulating people. 

The opposition parties solely focus on ruling party flaws without recommending alternative methods to solve the crisis. 
Here, the parties are not making mistakes, Here the votes indirectly are making them do so. 

A KIND NOTICE TO VOTERS: BE GENUINE, ELECT A FAIR DEMOCRACY. 

Into the shadow cabinet in India
 
In India, we made foundation steps by civil society agitation or by opposition parties. 

In Kerala, it was made foundation steps through civil society agitation and it was made by congress and in Maharashtra, it was shivsena BJP Alliance, here too it was not a full-fledged innovation. 

It was very sorrowful to a country like India without a shadow cabinet. Then we saw it’s benefits to democracy. So let’s all hope we need a shadow cabinet.
